With a planned area of 100 square kilometers, Suizhong Coastal Economic Zone is the starting point of Liaoning Coastal Economic Belt. On March 28th, 2008, Suizhong Coastal Economic Zone was brought into key areas under the program of “Five Points and One Line” by the provincial government, thus enjoying a variety of preferential policies. On October 25th, 2008, Provincial Governor Chen Zhenggao positioned the construction goal of Suizhong Coastal Economic Zone as “Seaside Zhongguancun and New Eco-friendly Urban Area” so as to build up a modern and ecologically livable new city supported by high technology industry and incorporating tourism and recreation industries.

　　Suizhong Coastal Economic Zone is divided into four functional areas: Liaoning(Wanjia) Digital Technology Industry Base on the west with a focus on developing high-tech industries such as electronic information, new energy and new materials; the central urban area with a focus on developing culture, education, commerce and administration; Gaoling Industrial Park on the east with a focus on developing advanced manufacture industry; the coastal area with a focus on developing seaside-based tourism.

　　As The Development Plan of Liaoning Coastal Economic Belt ascends to the level of national strategy, Suizhong Coastal Economic Zone has become a piece of hot land with the most investment potential in Bohai Sea coastal region for its various competitive advantages:

　　1. Distinctive location and convenient transportation Suizhong Coastal Economic Zone is located on the connection of two big economic circles: the Northeast China and the North China economic circles, and is under the economic radiation of both circles. It is 298 km away from Beijing and 350 km away from Shenyang with a driving time of 3 hours; it is only 12 km (10-minute drive) from Shanhaiguan Pass International Airport. Liaoning Coastal Highway starts here and can lead you to six coastal cities along the way including the city of Huludao, Yingkou, Dalian, and Dandong.

Abundant resources and profound cultural background There is a belt of natural beach extending nearly 30 km in the economic zone, where there are green waves, white sand and flying seagulls, and no reef and pollution at all. In the shallow sea, there stand many large stones, forming wonderful scenery. Cao Cao in Han Dynasty once left his classical poem here which writes, “With the large stones on my east, I watch the blue sea.” Here also lies the Stone Palace, the relic of large-scale temporary palace of Qinshihuang, the first emperor of China. And the authority has approved to build up a big stone relic park here which will occupy 10 square kilometers.

　　3. Preferential policies and efficient services In order to make Suizhong Coastal Economic Zone a “lowland” to attract more high-tech projects to station here, many preferential policies have been made for the investment in high-tech projects. Enterprises making investment will be provided with policy support on land use, taxation, R&D fund, as well as talents introduction. In order to make Suizhong Coastal Economic Zone a “highland” in terms of service quality, professional serving staffs have been employed and a one-stop service system has been established for the enterprises, to handle issues from examination and approval of projects, and from the beginning of production to the whole operation of business.

Great attention and full support from the leaders Secretary of the Provincial Party Committee Zhang Wenyue, Deputy Secretary Zhang Chengyin, the Provincial Governor Chen Zhenggao, and Deputy Governor Teng Weiping paid inspection visits to Suizhong Coastal Economic Zone one after another. Governor Chen Zhenggao came here to conduct inspection and guidance on work for six times, and participated in sessions on investment promotion of the economic zone held in Beijing and Shenzhen for three times. He introduced this economic zone to enterprises in person, and provided great support to the construction of this zone on fund and policy. In order to make the zone a national R&D and production base of digital technology industry as soon as possible, the provincial government has organized Liaoning(Wanjia) Digital Technology Industry Base leading group, with Deputy Governor Teng Weiping as the group leader and Director General of the Department of Science and Technology, Zhao Mingpeng as associate leader, so as to push forward the high-tech project construction of Suizhong Coastal Economic Zone with top gear.

　　In accordance with Governor Chen Zhenggao’s positioning goal of building up the “Seaside Zhongguancun and New Eco-friendly Urban Area”, all sorts of programs of Suizhong Coastal Economic Zone have been fully developed and accelerated rapidly. The relevant planning of this economic zone was perfectly finished by first-class designing institutions from home and abroad. The infrastructure and supporting facilities projects of the Starting Area will have been completed by the end of June, 2010. The investment promotion has shown excellent performance. Up to date, there have been 72 projects introduced in the economic zone with the total investment value of RMB 16.1 billion Yuan, among which, 30 projects are under construction, which count 4.5 billion Yuan in investment value.

　　As the deepening of the development of Liaoning Coastal Economic Belt continues, Suizhong Coastal Economic Zone is destined to become a treasure house in Bohai Sea coastal region for enterprises to conduct investment and business.
